  After water district changed the water meter...</title><content type='html'>Hi,&lt;br /&gt;  After water district changed the water meter, the bill went up from $65/month to $650/month, a 1000% increase. Is this a way to rip of the consumers? Who is responsible for the malfunction of the water meter? And I think the key point to have a good management is not only how much water we can save, but also how we distribute water resources in a large scale.
